What a monitoring surveyor is

A monitoring surveyor, sometimes called a project monitor or PMS, is an independent professional appointed on a development finance deal to keep an eye on the scheme for the lender. They are not on your side or the lender's — their job is to report the facts of the build accurately, so that money is released against real progress.

What they do

  1. Review at the start

    Before drawdowns begin, they check the costings, the programme and the plans are realistic.

  2. Visit as the build runs

    They inspect the site at each stage to confirm the work has genuinely been done.

  3. Certify each drawdown

    They sign off that a stage is complete and on budget, which is what lets the lender release the next tranche.

  4. Flag problems early

    If costs are running over or the programme is slipping, they report it before it becomes a crisis.
